Overview

Strengths

  • Razor Barrier hits every frontliner off max shield plus Attack, so HP% and crit damage both feed her DPS.
  • Glacial Barrier at Transcend 5 is a 450% HP team shield for 15s plus 25% damage reduction. That is the party's real health pool.
  • Water Dragon's Blessing re-applies a 240% HP shield every 12s, so uptime is a rotation, not a once-per-fight ultimate.

Weaknesses

  • Nothing in the kit adds crit rate; without a buffer or a crit-line weapon the extra hits swing hard.
  • Offensive value is binary: shield up she carries, shield down she is a healer with no party attack buff.
  • Raid bosses that strip or outpace the shield leave her as an S healer instead of an S+ carry.

Investment

Extra copies

Feed extras into Transcend first. The character card is a later luxury. Skill levels on the shield and Razor Barrier do more than another copy of Sweet Afternoon.

Transcend stop

Park at T5, Awaken if the copies are already sitting there. T3 and T5 are the skill-level jumps; T0 leaves the bar too small to carry.

Lueira is filed as a Frost healer in the back line, but the kit does not play like a dedicated restore bot. Her damage is a function of max shield value. Keep a team shield up and she is a carry. Let it break and she is just the person standing at the back with a heal.

Razor Barrier is the whole identity. While any shield is active, every basic attack adds a hit to all frontline enemies equal to 35% of max shield + 155% Attack at Transcend 5. The extra hit does not care about Added Target. Stacking HP% inflates the shield, which inflates the hit, which is why she wants HP% and crit damage on the same sheet instead of a classic healer staff.

The shields themselves are oversized on purpose. Glacial Barrier at T5 puts a team shield equal to 450% of her HP on the party for 15 seconds, plus 25% damage reduction and 20% healing received. That is not a personal bubble: the bar soaks hits for everyone until it is gone. Water Dragon's Blessing heals all allies for 122% Attack and immediately puts another 240% HP team shield on her for 10 seconds, on a 12s cooldown. Ult covers the spike; the active is how the bar comes back mid-fight.

Draconic Aura at T5 is +88% Attack and +88% HP. Both numbers matter. HP feeds the shield math; Attack feeds the 155% part of Razor Barrier and the heal. Transcend is the real dupe: T3 and T5 also raise skill level, which is why the build page ranks Transcend over the character card.

Where she falls over is crit and uptime, not the heal. The kit never grants crit rate, so a 4-line crit-damage staff without a crit buffer turns her into a coin flip. Dispel, shield-break, or a boss that outdamages 450% HP in a few hits turns the carry off. In that state she still heals and still gives damage reduction, but she contributes no Attack, no crit, and no amp to the rest of the team. That is the gap between her S+ PVE placement (story, dailies, Stonehenge-style waves where the bar holds) and S in Raids, where the shield is a timer you can lose.

Build around the bar, not around a healer template. Named gear on this site for her is Fire Dragon's Banner (crit damage), Mirror Armor, Glory of the Empire (HP%), and Rune of Healing (HP% + crit damage). Infinity Staff is the long-fight alternative when you need the crit rate and attack speed the kit refuses to give. Pairing with an HP-stacking buffer (Erin is the usual name) is how you stop the extra hits from whiffing.

If you are still rerolling, she is a valid PVE lock: one unit that tanks the party's HP bar and clears the frontline while the shield lasts. Do not expect that same unit to stay the raid DPS after the first mechanic that deletes the shield.
